ORGANIZING COMMITTEE MESSAGE
In 1996 Kazakhstan initiated a series of comprehensive reforms in the public utilities sector with the aim of establishment of a competitive environment within the sector, a step by step transition to utility tariffs which would enable service providers to cover their expenses, deregulation of the sector and a wide-scale privatization of residential properties. Furthermore, state tariff regulations have been implemented in order to control tariffs of natural monopolies and social protection measures have been instituted in terms of housing provision for socially challenged households and people at the expense of municipal budgets.
These days new issues are coming to the agenda: conditions have to be created to stimulate the development of the utility service market , increase the investment attractiveness of the public utility sector, implement private-public partnership mechanisms, stimulate private investments in the sector and formulate an effective and efficient system of resource saving technology use, migrating from the cost-based to stimulating tariff rate making.
Agency for Construction, Housing and Utilities of the Republic of Kazakhstan with the participation of “Kazakh Center for Modernization and Development of the Public Utility Sector are preparing a full-scale program aimed at modernization and development of the public utilities infrastructure till 2020, envisaging comprehensive upgrades of the infrastructure and utility networks, water supply and effluent discharge reconstruction, implementation of resource-saving technologies as well as energy saving technologies for the housing upgrade to be financed from the specifically allocated budgets.
The objective of the conference is to create an exchange platform for experience sharing, establishment of mutually beneficial contacts, discussion of joint projects and programs, facilitation of investor and investment solicitation, organizational and financial schemes in dealing with sustainable energy use issues.
The conference will establish a linking platform where the public utilities sector stakeholders – public and private companies, research and educational institutions, servicing providers, equipment manufacturers, finance and banking structures – will get a chance to resolve a number of common practical issues in the public utilities sector and develop efficient mechanisms of mutually beneficial cooperation.
